6/18/2015 ON April 16, 2015, I travelled to the Sparboe facility in New Hampton and met with General manager, Brian Joyer, Maintenance Supervisor, Earl Kuenner, Production Manager, Tom Schwiesow, and Quality Assurance Manager, Jason Duggen. Also at this meeting was Casey Clark, who is Sparboe's contract waste hauler. The purpose of this meeting was to introduce myself to new management personnel and to discuss some issues with their waste disposal program. Currently, Sparboe has only about 3-4 days of storage available for their industrial sludge. It must then be land applied onto a number of area farm fields. This works great most of the time, but during extended periods of wet weather and during snow and icy conditions in some winters, this amount of storage capacity is not enough. Although I did not give them any specific deadlines, I asked them to evaluate their needs and to come up wiht a plan to increase their storage capacity. The goal is to allow them to be in 100% compliance with their permit 100% of the time. I discussed the number of compaints that FO1 has recieved over the years from neighbors to one of the main land application farm field. Although our office has never documented a violation during any of our complaint investigations, we are not convinced that the site is in compliance 100% of the time. I told them to work with Amy Buckendahl and Chad Stobbe of the DNR Central Office Solid Waste section to help them develop an acceptable in crease in their storage capacity. I told them that I would be following up with them on this issue in the not too distant future. DOUG HAWKER
