They are not finished flushing completely and had to slow it down yesterday to let the EST gain. Xenia is also hitting it hard and is mostly working on dead ends now. I still encouraged them to wait for Xenia to finish so the BA could be lifted for both systems simultaneously but I think the City is in a bigger hurry. He’ll give me an update before 3:00 today. I assured him we could still issue our press release tomorrow if they decided to wait. Attached is a sketch of the proposed piping to allow filter-to-waste at the Madrid Water Plant. The new piping will be connected to the filter discharge piping that transports water to the clear well and will include an isolation valve (butterfly) just after a tee off of the existing discharge piping to isolate the filters during the filter-to-waste operation. This will allow the operator to waste filtered water for a short period of time while after backwashing to allow for the turbidity to decrease below allowable limits. Because this is an emergency situation (boil order), we are asking that the IDNR allow this new piping to be installed now, with an IDNR construction permit application to follow shortly thereafter. C.L. Carroll Co. of Des Moines is scheduled to install the new piping on Thursday of Friday of this week. The city has also order new filter media and nozzles to be installed as soon as it is delivered to the water plant, which could possibly be yet this week. The city will follow the applicable AWWA standards for disinfection after installing the new filter media, prior to placing the filters back on line. We will also inspect the existing structural components of the filters underdrain system to determine if a structure failure has occurred. Please let me know if you have any questions.
