9/18/2012 Please conduct a site visit to determine if there are any obvious sanitary deficiencies that could be contributing to the coliform bacteria MCL violations. This is the PWSs 2nd non-acute MCL violation (violations in August and September 2012); therefore, continuous disinfection and a well evaluation may be required if the PWS incurs more unsatisfactory bacterial samples. Also please identify any items that may require correction at the PWS, and could therefore impact a compliance schedule if we determine continuous disinfection is required (i.e., buried pressure tanks, well in a pit, inadequate well casing, well construction not to standards, structure that could be used to house equipment, etc.). If possible, photos of the well(s) and pressure tank(s) would be helpful. Thanks! MARIE LEAT

11/8/2012 I visited the site on 9/19/2012 and met with plant managers Dawson Juhl and Russ Dugan. I observed that the electrical conduit that services the north well was loose but there were no open holes for contaminants to enter. Mr. Juhl stated that Morts Water was coming to shock chlorinate the south well that afternoon and he would have them fix the conduit. Mr. Juhl also stated that they planned to shock the north well when the south well shock chlorination was completed. At the time of my inspection Mr. Dugan was installing a new faucet in the office break room. The old faucet was a swivel type faucet and Mr. Dugan believed that it may have been contributing to the positive bacteria samples. During my visit we also discussed shock chlorinating the tower and distribution system. Mr. Dugan stated that it may be possible to shock the tower and distribution system at night when the birds are not consuming water. Mr. Dugan stated that they didn't plan to shock the tower/distribution system unless future bacteria samples tested positive. Overall I did not observe any obvious sanitary defects that may be contributing to the positive bacteria samples. DAVID HOPPER
