8/29/2011 I checked the storm water database and Recycle It All has recently obtained a Storm Water Discharge General Permit #1 for their scrap operation. They have made application for an appliance demanufacturing permit but their financial assurance is not yet in order so the permit has not been issued. Went to 601 Patton Street in Rowan on the morning 29AUG11 and met with Pam Julian, a principal at this scrap operation. They have been collecting appliances in anticipation of getting their demanufacturing permit. Ms. Julian has been to the demanufacturing class and would supervise the demanufacturing once the permit is received – she is familiar with the Rules. I advised Ms. Julian of the complaint and she denied that they had demanufactured any appliances, she stated that they are accepting them but will not demanufacture until they get their permit. Ms. Julian stated that they had recently fired an employee for cause and he had told her that he was going to call DNR, OSHA, Better Business Bureau and anyone else he could think of and make trouble. I toured to site and saw numerous appliances which were properly stored, but saw no evidence demanufacturing had taken place. We had a lengthy discussion about things she needed to get the permit (impermeable floor, PCB containment, PCB labels, etc.). I found no evidence that the Iowa Administrative Code had been violated.
