12/7/2010	On 11/12/10, I phoned Ralph Stall, owner, and explained complaint to him. He stated that the dairy just started operation. He stated old solid manure was being land applied. Some manure had spilled on to the county road, but had been cleaned up. Ralph stated no manure had been applied within 1000 feet of a residence. We discussed that all workers who apply manure must be certified by the DNR. No further work is needed at this time.	TOM MCCARTHY
