9/12/2012	9/6/2012 0930: FO6 Staff (Jon Ryk) noticed burning with black smoke coming off at 2098 Libertyville Road. Stopped to investigate and spoke with Kevin Heisel (employee of Jefferson County Health Center) at the property. He indicated that the property was owned by the Jefferson County Health Center and that the grounds persons likely started the fire and the black smoke coming off the fire could have been from plastic drain tile inlets. Pallets were also observed on the fire. Mr. Heisel mentioned that the person in charge of the ground persons was Mr. Larry Mitchell and took me to him. I spoke with Mr. Mitchell regarding my observations and also about the State's open burning regulations as they relate to the open burning of trade waste. I informed him that they were in violation of the State's open burning regulations and that they would be receiving a NOV and could face penalties as well.	JON RYK
