5/10/2018 Discussed wastewater operations and methods to reduce odors, possible overloading of anaerobic lagoons and DAF needs cleaned out. ALISON MANZ
12/4/2017 Spoke to Bob Stiet, Essentia, 712-790-1030, who stated he received a call from the county engineer regarding the hose. The hose is approximately 1/4" thick steel pipe. It was placed in a man-made ditch, covered with gravel, and is surrounded signs and flashing lights. It's been in place for approximately three weeks with the purpose of land applying Essentia's waste. He added that they will be removing the pipe this Wednesday (12/6) due to winter approaching. He said, Essentia will likely not place the pipe in a similar location next year, that "...they will think of something different next spring." JESSICA MONTANA
12/4/2017 Called County Engineer to let him know of the situation. He said, he is aware of the situation, that his predecessor allowed the hose to be placed on the county gravel road, but he will call Essentia officials to make sure the hose is still in good working order and suggest a sign might be beneficial. 11/20/2017 Returned to the site the next day, 11/16/17, and verified that all sites meet the separation distances required for land application. ALISON MANZ
11/20/2017 During the survey there were a couple of unknown wells that need to be verified. Additionally, site 10 was not completely finished by their surveyor. Will need to return to verify distances. ALISON MANZ
10/19/2017 Received a follow up phone call from Erik Johnson stating that the broth cooker is covered in their permit under a small unit exemption. No report will be necessary at this time. WENDY WITTROCK
10/19/2017 Met with Brian Hainey regarding the complaint on 10/18/17. Mr. Hainey reported that a broth cooker that was vented malfunctioned causing liquid particles to be released with the steam that covered some vehicles in the parking lot of the facility. The equipment was repaired upon discovery of the problem. I discussed the required notification of excess emissions to IDNR with the 7 day follow up report. Mr. Hainey contacted Mr. Erik Johnson to handle the submittal of the notification and report. Mr. Johnson would check with his engineers to see if the emission unit is covered under a small unit exemption, WENDY WITTROCK
4/5/2016 Tried contacting the complainant - phone call, no voicemail set up - sent an email...if no contact back, will send to the resident at the address provided and send a copy of the letter to the city of Harlan. ALISON MANZ
3/11/2016 This facility is overloaded and they are currently cleaning out the anaerobic lagoons. Additionally, this facility has not land applied in several years and because they are overloaded, application is now occurring. However, there are no DNR regulations concerning odor. A letter will be sent to the city. ALISON MANZ
