			Facility submitted a determination request for the small unit exemptions that contain equipment venting to a permitted unit. DNR AQB responded on 10/31 that SUE cannot be used for that equipment that vents to a permitted unit. Permits are required to be modified. Project 25-346. DNR response to determination for blood dryer spray tower: The Department has completed a review of the air construction permit determination request submitted on October 15, 2025. The facility is unable to meet the manufacturer’s recommended minimum spray tower total liquor flow rate for the Blood Dryer (EU SL-RE-E01A) Spray Tower (CE SL-RE-C06). You asked if a permit modification is necessary to reflect the lower liquor flow rate. Condition 5.F. of the associated air construction permit (15-A-490-S1) requires the owner or operator to maintain the spray tower total liquor flow rate as indicated by the manufacturer. Therefore, a permit modification to permit number 15-A-490-S1 is necessary if you are unable to meet the manufacturer’s recommended liquor flow rate
