11/21/2012	I am conducting an investigation into allegations that Lund Construction of Eagle Grove (Lund) is unlawfully disposing of coal combustion residue (CCR) by burying it at various sites where they are doing earthwork. I learned that Lund had recently been active at a project at Sparboe Farms south of Humboldt, and I drove by there on 19NOV12. From the road I observed a substantial excavation with dirt piled within a few feet of a drainage way, and there were no stormwater controls. I went to the facility and met with Daren Dugan, Processing Manager. I explained my concerns and he showed me the area in question. The work being done was mucking out an old manure lagoon, but the area of disturbed earth outside the lagoon was less than one acre and the drainage way was dry. There was no evidence of CCR disposal. No violations or deficiencies were noted, although I did suggest to Mr. Dugan that silt fence be installed because a significant rain event might cause sediment to be washed into surface water.
