5/24/2016 5/20/2016 1030: At the Jefferson County Health Center in Fairfield for site visit for Complaint ID 22954 (complaint of facility having phosphate injection system for the potable water supply at the facility). I was at the facility with Steve Redinger, Water Superintendent at the Fairfield Water Supply. We met with William Gorrell at the facility and spoke with the Chief Engineer, Larry Mitchell on speaker phone while at the facility regarding the complaint. While at the facility, I observed the phosphate injection system which consisted of a zinc pyrophosphate liquid and two chemical injection pumps. The phosphate injection system was not in operation at that time but William Gorrell did inform me that they had utilized it to do phosphate injection into the two potable water systems at the facility for corrosion control. I went over the concerns with injection of phosphate into the potable water with respect to ensuring that the phosphate level is kept within a certain range to ensure appropriate corrosion control while also avoiding overfeeding. Since they were not currently using the phosphate injection system I suggested that they either discontinue using it and work closely with the Fairfield Water Supply to ensure that phosphate levels are appropriate or that they contact the Water Supply Operations Section to inquire about any necessary water supply operations permit or operator certification. I discussed my findings with Aaron Pickens, Environmental Specialist Senior at FO6, and he offered to take the complaint and work on it further since it would likely require that some decisions be made by upper DNR management and EPA on how to proceed.
