1/4/2012 I have twice been to “Recycle it All”, Rodney’s Claude’s salvage business, and have assisted them in preparing their appliance demanufacturing permit, but it has not yet been issued. Pam Julien has taken the appliance demanufacturing class and is fully aware of Chapter 118 requirements. This is the 3rd complaint alleging unlawful appliance demanufacturing. On 4JAN12 I went to 601 Patton Street in Rowan. The business was closed, but I was able to find Ms. Julien. She stated that their business had just closed down due to financial difficulties. I explained the complaint to Ms, Julien and she denied demanufacturing appliances. I looked around the facility with Ms. Julien’s permission and did not see any obvious signs of demanufacturing, although there were fewer appliances than my previous visits. I asked Ms. Julien what she did with the appliances and she stated that they took them to Alter in Mason City. Alter does not pay for undemanufactured appliances, and I suggested to Ms. Julien that it was a lot of effort to collect appliances in Rowan and take them to Mason City for no payment. Ms. Julien stated that they had closed their doors just days before and all the laid-off employees were very angry, and she was sure one of them had made a false complaint as retribution. I told Ms. Julien that it was not clear to me how their appliance handling business model generated a profit. Ms. Julien indicated that they had closed their business so the discussion was moot. I told Ms. Julien that if they were to reopen for business, or establish another local business that handled discarded appliances, I would come to her location and help her complete the appliance demanufacturing permit application.
