5/18/2015 Andrew, The periodic disposal of dead animals is a normal part of raising livestock. Therefore, the incineration of regular daily mortalities qualifies for the ag exemption in 567 Iowa Administrative Code 21.1(2)“d” and would not require a permit. The incinerator would still need to meet emissions limits, such as those in 567 Iowa Administrative Code 23.4(12). The complete destruction of whole flocks is not a normal part of farming operations so the large incinerators being used to dispose of entire flocks due to avian flu outbreaks would not qualify for the ag exemption.
