2/25/2014 1051 hrs: Kim Kluesner contacted me regarding a producer who will likely need to do an emergency manure application in the near future, as his BBP's are almost full. Kim wanted to know if application could be done. We had a lengthy discussion concerning the emergency application requirements, possible alternatives, and legal and environmental concerns. I also scanned and emailed Kim copies of the pertinent IAC regulations dealing with manure application on snow-covered and/or frozen ground. Kim explained that, at this point, they (her and John Kluesner) have not yet been hired by the producer to apply manure; but she will discuss the matter further with him and let me know what is decided.
