9/13/2013 They have seen an increase in the amount of raw waste going to the lagoon, and in recent months, the average flow actually exceeds the AWW design of 0.039 MGD. Though they dispose of all wastewater via land application and currently have adequate capacity remaining in the lagoon, they are concerned about having enough capacity to store through the winter months. They are looking at their processes and trying to identify the cause of the increase in flow as well as some possible conservation practices (i.e. recycle flow back into the process). I asked if they had calibrated their flow meter (hour meters on the LS pumps) and they have tried to determine the actual pumping rates, but were not able to stop the incoming flow while performing this calculation, so the numbers may not be very accurate. They may also look into the possibility of having a direct discharge of certain cleaner waste streams (i.e. boiler blowdown) to reduce the amount of waste they must store for land application. As the permit is up for renewal (currently delayed), I instructed them to work with their permit writer (Wendy Hieb) to discuss and properly permit these potential changes.
