7/11/2013 From: Miller, David [DNR] Sent: Thursday, July 11, 2013 10:22 AM To: '[email protected]' Subject: Requirements for Burning Agricultural Buildings Mr. Juhl – Following up on our recent conversation, summarized below are the steps required to demolish and burn an agricultural building located within the State of Iowa, provided the building is located outside any City limits. 1. An asbestos inspection must be conducted in accordance with Federal Rule 40 CFR 61.145. If any asbestos is found over the prescribed de minis amounts, it must be properly abated prior to demolition. 2. You must complete the Notification and Demolition and Renovation Form 542-1476 (attached) and provide it to Tom Wuehr, DNR, 7900 Hickman Rd., Suite 1, Windsor Heights, IA 50324. This form must be postmarked at least 10 working days prior to start of demolition, and the results of the asbestos inspection/abatement must be included. 3. All chemicals, solid waste, tires and asphalt roofing and must be removed from the buildings and properly disposed. 4. Burning must be done on the property where the building was erected. 5. The burning must be done when weather conditions are favorable with respect to surrounding properties, and permission from the local fire chief must be secured in advance of the burning. While not required by law, DNR recommends that the local Sheriff be notified on the day of the burn in case anyone should call in a fire. Also attached is a copy of Chapter 567 IAC 23 which provides the basis for these requirements. DAVID MILLER Environmental Specialist DAVID MILLER
