4/17/2013 Jerry Passehl called and stated that he saw a flyer that B & B Metals in Rowan was doing an appliance pickup event in Hampton this Saturday. Mr. Passehl was aware they were a permitted demanufacturer, but he alleged that he was present when B & B did a city-wide appliance pickup in Dows last year and he personally saw a B & B employee mishandle appliances by using skid loader in a way that broke refrigerant lines. Mr. Passehl insisted that DNR come to the Hampton appliance collection event this Saturday to ensure B & B complied with Iowa law, because B & B shouldn’t be allowed to get away with the violations for which Mr. Passehl was prosecuted. I advised Mr. Passehl that I had inspected the B & B demanufacturing operation six days ago and had found no violations of the Iowa Administrative Code. I further stated that DNR did not have the resources, nor was it DNR practice, to prospectively inspect every event where possible violations could take place. I told Mr. Passehl that I would call B & B and remind them of the appliance handling requirements. I then called Travis Bell, owner of B & B Metals, and stated that I had received an anonymous compliant that appliances had been mishandled at the Dows City-wide appliance pickup. Mr. Bell stated that B & B had never done a city-wide appliance pickup in Dows. I reminded Mr. Bell that he must take care when handling the appliances so that no refrigerants were released. Mr. Bell indicated that he was aware of the requirements and would comply with them. DAVID MILLER
