4/4/2011 Casey Clark returned my call to discuss the lagoon closure at the Sparboe facility. According to Mr. Clark, he has been working on closing the lagoon since November 2010. The closure was completed last week. He was very upset on the phone and wanted to know why there was any issue with the closure. I explained that our field office requires an on-site visit before the lagoon structures are closed. He wanted to know where that was in the rules and I explained that the rules require removal of all manure and manure solids and that an on-site visit is how we verify that. I referenced his email to Doug Hawker concerning closure of municipal lagoons and stated that this was not a municipal lagoon, rather it was a manure lagoon. I also explained that he should be in contact with our office when conducting work in this region. Mr. Clark stated that he would send photos. I said we would review the photos and then determine if they were able to demonstrate compliance. Mr. Clark said he would email the photos. ERIC WIKLUND
