3/25/2010	Decorah resident. Lives at 3469 Locust Road, 563-382-5406. Concerned about Foresite Farms land applying manure on fields along Locust Road streaight north of Decorah. Concern is that recent snow melt and forecasted rain this coming weekend will cause runoff into a tributary to Bear Creek. He ultimately filed a complaint. I told him that I would take the complaint, but that ForeSite had called in about applying on snow covered/frozen ground and had gotten permission to do so. I told him that there probably wasn't much we could do unless runoff caused a fish kill. I gave him our 24 hour ER number in case he did see a fish kill.	DOUG HAWKER
