9/26/2019 Re: Madrid - Emergency WM Stream Crossing Inbox x Perry Gjersvik 7:53 AM (0 minutes ago) to Gabe, Bob, me, Taroon, Scott, Rob Good morning all, We hope to get competitive quotations back from contractors tomorrow and then award will be made at the City's Oct 5th Council Meeting. It is our preference to get the work completed ASAP, with As-built permit application to be submitted afterwords. SEH will provide observation of the work to be completed under the emergency repairs project. We have already been in contact with both IDNR Floodplains and USCOE. Thank you. Perry Gjersvik, P.E. 9/23/2019 Gastineau, Janet <janet.gastineau@dnr.iowa.gov> 9:49 AM (0 minutes ago) to Gabe, Perry, Bob, Taroon Request for bids for the permanent/repaired river crossing project went out Friday and are due Friday this week. The operator called me today to let me know the band aid repair broke overnight and they are in the process of making the switch back to rural water. He thinks it's still going to take a month to get everything done. They are talking about the need for a coffer dam so they might even need COE approval. Mike, the operator, didn't know if they were going to proceed and submit an as built or ask for an out of order/emergency review by WSE. He was going to reach out to Perry. Just to summarize our conversation yesterday: There is a WM wash out on a Madrid's critical stream crossing. Currently has a band-aid fix but needing a permanent repair. Discussed two options for permitting; option 1, submit as a as-built project and option 2, though regular permitting. If option 1 is to be used, then construction need to be supervised by an PE and later certified the construction to be built to State's standards. Submittal of as-built plans and specs within 30-days post construction. If option 2 is employed, then request for out-of-order review because it's an emergency. Decision to be made pending responses from the Army Corp and Flood Plains regarding their review timing. This email includes Bob Campbell, should you need a response while I'm in KC. JANET GASTINEAU
