Typically, I'll say a replacement or repair needs a construction permit if it changes the material, size or vertical/horizontal alignment. There may be some "give" on the alignment if especially it a rural setting without other utilities or lust sites around. But we are talking about a 6" to a feet or two, here pending whether its vertical or horizontal adjustment. I think the bigger question here is what they are going to do about the exposed river crossing. Spring ice dams could completely wash out the transmission line. Fortunately they were able to switch to the emergency Xenia feed from Boone water works through the Xenia Madrid system. One of Boone's towers was down but they seem to be able to meet both Madrid and Xenia Madrid's needs. We talked about a conservation notice, but, frankly, I don't know if they ever did that. Anyway, they have a poor band aid on the repair for now and were flushing it yesterday to return to service. They discovered in doing so that the transmission, which used to be under the river bed, is actually exposed with about two feet of water over it. They are exploring options, but the best one for now seems to be restoring the transmission which is affixed to the Des Moines River crossing. It would need to be pigged, televised, and probably lined somehow. This sounds like a modification that would require a permit from WSE. Do you concur? They are also considering other options but this one seems to be the most expedient and least costly. WTP and wellfield highlighted below.
