Summary


The site is a former bulk petroleum storage facility that operated from the 1950s until the early 1980s. The original tank farm was located north and east of the concrete loading dock on the east side of the site building, and in the 1980s the original tanks were demolished and replaced by a new tank farm on the eastern portion of the property. Petroleum products stored at the site included blends of gasoline, diesel fuel, and fuel oil. Investigation of the site began in 2007, and contamination in the soil and groundwater as a result of the petroleum storage operations was discovered. Subsequent remedial actions at the site include: 1) Abandonment of the City of Lisbon Well #2, which was impacted by contamination at the site; 2) Operation of an air sparge and vapor extraction system at the site from 2008-2014; 3) Over excavation of benzene-contaminated soil and groundwater source area at the site in 2015; 4) Linn County, Iowa passed a private well ordinance (#10-143.1), which restricts private drinking water wells in areas of known soil or groundwater contamination; 5) Vapor intrusion assessment and monitoring was completed to discern if a petroleum vapor intrusion condition was present at four residential properties along East 5th Avenue; 6) The water main along East 5th Avenue was replaced with ductile iron pipe and petroleum resistant nitrile gaskets; and 7) An environmental covenant was recorded for the site that prohibits the installation of wells, prohibits the construction of any confined space basement foundations at the site, requires any newly constructed buildings at the site to be slab-on-grade construction with vapor barriers and/or sub-slab venting systems in accordance with current standards, and requires all water service lines at the site to be constructed or type K copper or ductile iron with chemical resistant gaskets. In 2025, a request for site closure was submitted to and accepted by DNR. The site was closed and no additional assessment or remediation is required at this time.
