Summary
In 1989 the DNR identified the ARAMARK Uniform and Career Apparel, Inc. property (the Site) as the source of groundwater contamination impacting the nearby Lowell Well Field owned by the City of Sioux City. Dry cleaning solvents used for industrial laundering services were determined to be the source of contamination. The Lowell Well Field has since been abandoned by the city for other reasons.
ARAMARK Uniform and Career Apparel, Inc. continues to operate the facility as an industrial laundry, but has discontinued use of the problematic solvent. In 1993 ARAMARK Uniform and Career Apparel, Inc. initiated measures to remove contaminants in the subsurface soils that served as an ongoing source of groundwater contamination. These cleanup measures were successfully completed in 1996. However, low levels of contaminants remain in groundwater on the site and within an area about 200 feet southwest of the Site.
In 1999 ARAMARK Uniform and Career Apparel, Inc. enrolled in the Iowa Land Recycling Program (LRP). The LRP is a voluntary program administered by the DNR to address current and future risks associated with contamination. The LRP attempts to enhance the marketability and productive use of contaminated property. When parties enrolled in the LRP have demonstrated compliance with environmental standards they are eligible for a NFA certificate. The NFA certificate provides the parties with protection from further regulatory requirements associated with the contamination in question.
ARAMARK Uniform and Career Apparel, Inc. has demonstrated that contaminants emanating from their property no longer cause groundwater contamination above the approved cleanup standards outside of their property. However, the standards are still exceeded in a small area on their property near the original source of contamination. The groundwater standards used at the Site are based on protection of human health. However, they are not as stringent as drinking-water standards since groundwater in the vicinity of the site is not currently a source of drinking water nor is it anticipated to be used as a source of drinking water in the future. A formal restriction, known as an environmental covenant prohibits installation of a drinking-water well on the ARAMARK Uniform and Career Apparel, Inc. property. This restriction will remain in effect until contaminant levels in groundwater at the ARAMARK Uniform and Career Apparel, Inc. property no longer exceed the standards.
A No Further Action Certificate was issued for the site on October 4, 2006.
