Summary
Dayco has been addressing groundwater contamination at their site in Eldora since 1995. All such actions have been conducted voluntarily by Dayco without being required by the Iowa Department of Natural Resource (DNR). Dayco has kept the DNR apprised of their activities to address contamination at their Eldora site and the DNR has supported these activities.
The primary contamination concern at the Dayco site is chlorinated solvents in groundwater. Contamination consisting mostly of trichloroethylene and cis1,2-dichloroethylene is a result of previous degreasing operations at the Dayco facility. Groundwater investigations by Dayco have revealed a plume of groundwater contamination extending about 1500 feet south of the Dayco facility. The contamination occurs in a narrow aquifer (likely an ancient buried stream channel) that probably does not constitute a major source of groundwater. No existing wells have been impacted by the contamination.
Dayco has performed a variety of cleanup actions. They have conducted what is called soil-vapor extraction (SVE). The SVE has substantially reduced the amount of contaminants in the soil where the contaminants were released, thereby minimizing future leaching of contaminants to groundwater. They have also injected material (Hydorgen Release Compound) into the groundwater to enhance natural breakdown of contaminants on 5 occasions.
The DNR and Dayco have agreed that additional cleanup actions do not appear to be warranted. Dayco will continue to monitor groundwater until the contaminant plume is demonstrated to be stable or decreasing. The final resolution of the Dayco site will include assurances that wells will not be installed within the area of residual groundwater contamination. These assurances will be provided by a city ordinance that requires hookup to the city water system.
