7th Avenue Water Main Replacement

Project Manager: Jake Bucklin

Summary

This site was brought to DNR attention as part of a watermain replacement that crosses the Cedar River and includes parts of 7th St on both sides of the water. Upon beginning work, two areas (one on the east side of the river and one on the west side) of apparent soil contamination. A review of the DNR contaminated sites database reveal that two contaminated sites area located nearby the two areas of concern and may be the source. Soil and groundwater samples were collected from both areas of contamination, and analytical results revealed multiple detections of VOCs, SVOCs, metals, and cyanide at concentrations in excess of laboratory method detection limits with six of those analytes exceeding statewide standards in soil and five in groundwater exceeding statewide standards for a protected groundwater source but not for a non protected groundwater source. At the consultant's recommendation, a soil and groundwater management plan was implemented for the site to direct safe work practices and prevent exposure. DNR reviewed the limited site investigation and soil and groundwater management plans and accepted both without comment. No additional assessment is necessary at this time, but a SGMP closure report will be due following completion of the proposed water main work.
