The subject property at 900 Vine Street covers 3.273 acres and consists of the majority of two blocks bounded by Vine Street on the north, 9th Street on the east, 11th Street on the west, and Martin Luther King Jr. Parkway on the south in the downtown business district of Des Moines, Iowa. The subject property is currently paved and used as a surface parking lot. No buildings or other structures are located on the property, except for fences and light poles.
History identified in the Phase I ESA included the long-term historical use of the subject property as a railroad yard from the late 1800s through the early 1900s, with two freight warehouses, an oil and tool house and multiple rail sidings. A lumber company, a prefab wall manufacturer and a wood truss manufacturer were also formerly located on the property.

Businesses and sites of environmental concern historically located in the surrounding area have included railroad yards, a railroad roundhouse, an oil company with ASTs, a paint warehouse, industrial/manufacturing companies, filling stations, dry cleaners, printing companies, salvage yards, automotive and implement repair shops, and machine shops. Also, several registered UST sites, LUST sites, RCRA hazardous waste generators and IDNR Contaminated Sites were located in the surrounding area. Some of these sites were located adjacent to and/or upgradient from the subject property, and they could have adversely impacted soil and groundwater quality at the subject property.
