Summary
The site has been used as a scrap yard and rail siding for many years. The City of Oskaloosa received a Brownfields grant to have Phase 1 and Phase 2 documents completed (current site owner was not the one who directed that the reports be completed or sent to DNR). DNR Contaminated Sites received the Phase 1 and Phase 2 documents for the Shrago Salvage site submitted on behalf of the City of Oskaloosa on January 21, 2025. Contaminated Sites staff performed a review of the documents in accordance with our Initial Site Screening Program in late January, 2025. The Phase 2 report noted a number of contaminants common to scrap yards and similar industries, as well as PCB-1254, which is a TSCA-regulated substance. Iowa DNR is required to report detections of PCBs above standards to EPA Region 7, and this report was made on February 11, 2025.
DNR completed the site review and awaited a substantive response from EPA Region 7 before formally finalizing the review and response. After receiving no response from EPA, DNR sent a letter to the city and the (current) site owner on July 22, 2025. The letter noted that the PCB detection had been forwarded to EPA, and that there would be additional actions required by EPA, and that the site was determined to be a low priority for the non-PCB contaminants, and that an environmental covenant would be required in lieu of additional sampling. This requirement has not been completed as of May, 2026. DNR has also not received information from EPA noting any action on investigation of extent for the PCBs.
DNR was informed in July 2025 that stormwater runoff from the site was impacting neighboring properties. DNR Field Office 5 and Con Sites staff prepared to visit the site and collect samples, but were instructed by the complainant not to come, and the issue was tabled. A neighbor of the property sent in an official complaint again in May of 2026, and again asked for samples to be taken. DNR FO5 and Con Sites staff are working on the issue as of May 19, 2026.
