Proposed gas station site located in Webster City, Iowa. Recognized environmental conditions discovered during the Phase I ESA include the presence of various small containers of used motor oil, concrete staining, fuel odor in soil, two historical USTs, and multiple historical operations that have the potential to have released hazardous substances to the environment. Phase II investigation efforts discovered VOCs, TEH, and RCRA metals in both soil and groundwater. Arsenic was detected above regulatory levels in soil, but was at a concentration that is consistent with background levels expected in the area. Multiple VOCs were detected in groundwater, but no wells exist at the site and an institutional control is in place to prevent the installation of new wells. Based on the results observed, planned future site use, and calculated risk based on laboratory results, DNR has assigned the site a Priority 3 and does not require additional work at this time.
