Summary
The site is an irregularly-shaped 0.75 acre parcel located in Estherville, Iowa that is operating as an O'Reilly Auto Parts store. Phase I and Phase II Environmental Assessments were conducted at the site in 2020, and results indicated that although metals and TEH as diesel were detected in soil samples, none of them exceeded applicable regulatory limits with the exception of arsenic. Arsenic was detected at concentrations in excess of statewide standards at all locations, but the detections were generally consistent with typical naturally occurring levels found in soil across the state. No groundwater was encountered in any of the borings, and as a result no groundwater samples were collected. DNR reviewed the reports and determined that although a determination could not be made on groundwater at the site due to a lack of data, the soil results did not indicate evidence of a hazardous condition and no additional assessment was required at the time. EPA subsequently issued a Remedial Site Assessment Decision in July 2025 declaring that EPA had decided "Further Remedial Site Assessment Under CERCLA (Superfund) is not required." Following the issuance of EPA's decision, DNR reviewed the site, determined that closure was appropriate, created a memo to file stating as much, updated the database, and closed the site.
