Summary
The site is a petroleum bulk storage plant located between Dubuque and Peosta, and is surrounded by a mix of agricultural, residential, and commercial properties. In 2018, the owner discovered a leak from one of the tanks that had released an estimated volume of 60,900 gallons of diesel to the ground. The tank is surrounded by a berm to create a holding basin, which appears to have contained a majority of the product to the immediate surrounding area. Response actions were initiated immediately by the owner, DNR, the local fire department, the Dubuque County Emergency Management Agency, and the EPA. Responses included building earthen dams to reduce surface flow, excavation of 2,051 tons of contaminated soil, and physical recovery of 47,334 gallons of free product. Since 2018, samples of groundwater, soil, and surrounding private wells have been collected and analyzed on a quarterly and semi-annual basis to ensure protection of human health and the environment. Post-remedial evaluation is currently ongoing.
