The $25 fee per permit is required according to Iowa Administrative Code 567 Chapter 38.5(1): "In cases where the permitting authority is delegated to the county, the county board of supervisors may set a different fee, shall designate the terms for fee payment, and shall submit to the department a permit fee of $25 per application." and "The $25 fee collected by the counties for each permitted well shall be submitted quarterly by the counties to the department on forms and in a manner as provided by the department."
