8/6/2013	Iowa City has been given an interim approval to being placing tire chips and select waste in the reconstructed FY09 Cell. We would like to conduct the construction certification inspection during the next couple of weeks so we can watch them place the tire chips and waste.	MATT PHOENIX

8/19/2013	I observed the landfill operations of Cell FY 09 at the Iowa City Landfill on August 15, 2013 at approximately 1400 hours. I discussed operations with contractor supervisor Bill Myers (with JB Holland). From my observations and from the detail Mr. Myers provided, waste is being trucked to Cell FY 09 from the current working face area of FY 02-06. The waste is being separated and the ‘best’ stuff is trucked to cell FY 09. C/D waste is separated and left in the current working face. In FY 09 I observed tire chips being spread to a depth of or above 12 inches over a fabric/geo-net layer, which is over the liner. Less than 1 acre of chips was exposed at the time of my visit. Chips previously in the cell (post fire) were not going to be used because they were deemed too dirty by the contractor. New chips are being trucked in daily and there was just enough on site to keep ahead of the waste. Waste was piled anywhere from a few feet to 10+ feet over the tire chips. Mr. Myers informed me that they will spread the waste and get a layer of at least 5 feet over all the chips and liner. Some compaction had apparently taken place (maybe just be the haul trucks) and there was not a significant amount of C/D waste observed. All exposed waste was planned to be coated with spray cover at the end of the day. Soil cover will not be used at this time. A berm will be created at the north end of the cell to keep everything in place. Mr. Myers anticipated completing the project within a few weeks.	BRIAN LEE
