2/9/2024 2/9/2024 0809: Contacted number for Fred Rolling, Fire Chief, Clinton Fire Department. I spoke with one of his assistants to request a copy of the fire report. He mentioned there was also a press release that went out and I requested a copy of that, if possible. His assistant noted there were no streams nearby and that the spilled diesel soaked down into the ballast near the west end of the switch yards. I provided him with my email address and cell phone number for follow up and to send a copy of the incident report. JON RYK
2/9/2024 2/9/2024 ~0815: Call to James Crain of the Union Pacific Railroad to inquire about the cleanup efforts. (The initial spill information had included that UPRR had an environmental tean en route to clean up the spill.) Mr. Crain informed me that the cleanup company (HMR out of Des Moines) was on site but awaiting some equipment to do the cleanup. He provided me with the name and number for the Haz Mat manager for the railroad, Jesse Duplechin (402-350-0049) JON RYK
2/9/2024 2/9/24 0828: Call to Jesse Duplechin, Haz Mat Mgr for UPRR to inquire about the cleanup plan. Mr. Duplechin informed me that they had planned to use microblaze but also to remove the impacted ballast to remediate and install a french drain below the tracks to collect any free product and monitor. The planned to either use natural precipitation or water applied to flush any remaing impacted ballast and pump from the french drain afterwards. They will be working with an environmental consultant (GHD out of Chicago, IL) to do follow up monitoring and sampling over the next 2 weeks. Jesse provided his email address ([email protected]) to send the 30 day report template to him and also provide my email address so that he can send me updates on the cleanup efforts. Jesse informed me that there were no storm drains or manholes in the area and their SWPP plan did not show any conduits for material to get to surface water. He said there was a drainage ditch approximately 600 yards to the south but there were no hydrocarbon impacts observed at the drainage ditch. JON RYK
2/9/2024 2/9/2024 0841: JPR email to Jesse Duplechin, UPRR Haz Mat Mgr. I sent him the 30 day report template and also requested that he keep me up to date on remediation efforts. I also suggested that they include monitoring of the drainage ditch located 600 yards from the release area in the cleanup plan. JON RYK
2/9/2024 2/9/24 0845: Receive call from Asst Chief Jeff Chapman of the Clinton FD. He met with UP RR Haz Mat Mgr Jesse Duplechin as well. He provided the contact informatin (address) as 2004 14th Avenue, Council Bluffs, IA 51501. He also mentioned he would send a map with a pin showing the actual location of the release. JON RYK
2/20/2024 2/15/24 1015: At Union Pacific Rairoad Clinton Yard to follow up on cleanup activities. Met with Julia Knorr and Brad Free of GHD as well as personnel from HMR out of Des Moines. See attached Visit Memo document for further information JON RYK

3/4/2024 2/23/2024 Email to Julia Knorr of GHD regarding email from Julia about site activities on 2/20/24. I informed Julia that I would not be able to make it out to the site the following week but to please give me word on when they would be out to the site next so that I can try to make it to meet them. Mentioned I may be able to make it out the week of 3/4/24 - 3/8/24 and to give me word on if they would be out there that week. JON RYK
5/7/2024 5/1/2024 1300: Attend Teams meeting with Julia Knorr and Bradley Free of GHD; JL Brannen and Matt Rousseau of Union Pacific, and Kurt Levetzow DNR FO6 for update and to discuss next steps for cleanup of the diesel release site. There is free product still being passively collected in the socks in the collector wells and the trench but only getting about 5 gallon every 1.5 weeks with about 100 gallons collected via this method per week. GHD and UP proposed more active recovery method using a vac truck and it was agreed that a more active recovery method should speed up the recovery. They estimate approximately one week and then will touch base after utilizing the vac truck. JON RYK

12/6/2024 11/21/2024 0859: At UPRR Diesel Release Site. Contractor not yet at site. Made observations of the retention area and took photo documentation. 1117: Revisit UPRR Diesel Release Site. Contractor on site. Met with contractor and discussed site activities. Did not go on tracks for safety reasons. See memo in attached documents for details. JON RYK
