(07/24/2009) RP was conducting some troubleshooting on some meters on a pipeline containing Sodium Hydroxide. After conducting some tests, it was determined that the pipeline was not holding pressure. The RP estimates that the pipeline has been leaking 1000 – 3300 pounds of Sodium Hydroxide each day. He also estimates that the pipeline has been leaking between 30 and 60 days. With using the 3300 pounds per day times 60 days, there is a potential that approximately 198,000 pounds of Sodium Hydroxide has been released from the pipeline. The RP states that there are not any visual effects of the release. The Sodium Hydroxide is used for some of the processes in the plant and it will need Sodium Hydroxide to continue operating. The RP is in the process of shutting down those units which will take approximately 12 hours, while at the same time looking for an alternative supply of Sodium Hydroxide. The facility is located adjacent to the Mississippi River and is unknown if the river has been affected. FO6 has been info’d and will continue the investigation.
