6/9/2014 Cindy Garza assisted by helping to pinpoint the location in the Lehigh plant and talking to shift Lehigh Supervisor Mike Romig, who investigated and determined that the phenomenon was not oil and there was no discharge to Waters of the State. DNR is familiar with this area and knew there to be an engineered ground-water remediation system at that location which treats a coffee-colored cement kiln dust (CKD) leachate. This, and the assurance by the plant that there was no surface water discharge, led DNR to conclude this matter could be investigated the following day. Ashley Waller and I investigated the following morning, 9JUN14. We went to the Lehigh plant and met with Jerry Miller, Assistant Plant Manager. We explained the report and asked to see the location the complainant had described. We went to the railroad trestle and looked down, and saw a dark colored liquid flowing under the trestle and into a dug pond. It was understandable that this would appear to be a spill or environmental issue of some sort, but we had knowledge that it was leachate from the capped CKD pile which drains to the retention pond where the pH is adjusted before intermittent discharge to surface water under NPDES permit.
