9/19/2012 I conducted a site visit of this facility on 28AUG12. Facility Manager Ken Heimendinger has resigned and landfill management will now be a a joint effort with Tony Hargrave handling compliance and reporting issues, Jimmy Geerts running the office and Aric Finch running the working face. I met with these three and discussed the following: 1) Mr. Heimendinger desired to install a well to use for washing the compactor. I had previously noted that there is a prohibition of having a well within 1,000 feet of the landfill, but Mr. Heimendinger was pursuing an exemption with the Mitchell County Sanitarian. Site personnel now indicated they were not going to pursue this, but would haul water to use for washing. I went over the wash water requirements (i.e., make sure is gets into the leachate system and not on the ground) and they indicated they would wash at the leachate loadout point, which has a catch basin for leachate spills. 2) We went over the runoff sampling requirements for their Discharge General Permit #1. I described the storm event they should sample (i.e., at least 0.1” rainfall no less than 72 hours after the previous 0.1” of rainfall). I explained the sampling method, chain of custody, icing the samples and shipping (i.e., must ship same day because BOD holding time is 24 hours). We reviewed where the sample should be taken. I spot checked the litter picking and load check records and they were satisfactory. I inspected the working face and found it to be satisfactory - they have been using Concover spray as daily cover and the previous nights application was within specification. They were excavating the final portion of the liner frost protection clay from the cell, so the entire cell will soon have at least one lift on it. No violations or deficiencies were noted during this visit. DAVID MILLER
