9/14/2011 A quarterly site visit was conducted on 14SEP11 at the Landfill of North Iowa (LNI) in Clear Lake. I met with Director Bill Rowland and inspected the landfill and working face. Litter control was good and no issues were noted. Much of the time was devoted to the ongoing issues with an obstructed leachate line. One of the three primary leachate lines became obstructed or partially collapsed in 2007-2008. Although leachate still drains, it does so slowly and there have been persistent leachate heads in a portion of the fill area that exceed the maximum of 1 foot over the liner stipulated in 567 IAC 133.4(2). DNR’s Clay Swanson issued an NOV regarding this matter on 25AUG09 that required efforts to remedy the issue and monitor leachate heads. LNI has made efforts to remedy the issue and has, on several occasions, jet cleaned, photographed the line and attempted to clear the obstruction. During construction, DNR required that a rope be threaded through the line so that a cleanout pig could be pulled through the line, and the rope has broken and may be causing or exacerbating the problem. Leachate heads are 2-3 feet in this area, which exceed the 1 foot maximum requirement. The facility continues to inspect for leachate seeps on a regular basis. In June of 2011 LNI hired a firm to auger the line out, but the auger head became stuck at 750 feet into the pipe and it could not be retracted. LNI is making arrangements for a larger piece of equipment to come in retract the line tool, and this will be attempted yet this fall. If the leachate line cannot be repaired, LNI may request a variance from 567 IAC 133.4(2). DAVID MILLER
