10/21/2024 1) Concern with the water in the lake and ponds due to the solid waste and farm chemicals strewn around. 2) Chipping should be in the same location as the approved TDMS site. 3) Dust suppressant if gravel roads are being used. If drawing water from ponds/river/lake, make sure less than 25,000 gallons per day otherwise a water use permit is required. 4) Debris sites should be on hard packed surfaces. 5) If a grinder is used for the construction debris, it has been determined a DNR AQ permit will not be required for any grinding. However, we recommend the waste be watered down. 6) Some waste in the county right-of-way from the damaged homes and asked what the options were for disposal. The debris from the farmstead can be buried on the farmstead (doesn't matter who does the burying). If it is buried elsewhere it's going to be considered a solid waste and would need to meet the solid waste requirements. 7) If composting is chosen as an option, a permit may be required. If composting, control the runoff. Make sure the pile is truly temporary. Stockpiling, grinding, and staging on a hard surface with gravel, concrete, asphalt, etc. would be the least risky. 8) From Homeland: Should any cultural resources be encountered, we encourage work to stop within 100 ft of that area and for our office to be contacted. If human remains are encountered, please stop and contact the local law enforcement and the Office of the State Archaeologist. ALISON MANZ
10/21/2024 At Mary and Jeff Cullen's request, I met with them to discuss pre-planning in the event of a disaster. We looked at 9 sites. I reached out to Homeland and they said they will conduct a preliminary site assessment as well. Regarding your sites from a DNR perspective, below is an aerial photo of the points I obtained, numbered for purposes of this email. # 2 and #4 would likely need a DNR floodplain review. IF there is a disaster proclamation, the DNR has no other concerns with these sites (the document I gave you lists the recommendations, but, as we discussed, during a disaster a lot of the requirements are just recommendations). Also, attached is the water hauling document that I mentioned as well as another document about mobile hauling. ALISON MANZ
