7/12/2016 I visited the landfill leachate pond area where a failed valve allowed water to drain out to the creek overnight. I met with Steve Phillips and Bruce Popowitz. The pond was drained down and, at my suggestion< they were dredging it. There was only a slight flow into the pond. We discussed replacing the effluent structure and valves. I checked Bluff Creek. Its flow was quite low, but clear. There may have been a little gray residue along the edge of the channel. I asked them to submit a follow-up report describing the incident and including a prevention plan. I received this report on June 27th. Discharge sample results should be in the next MOR. I am sending a notice of violation (see incoming by-pass report entry.). BILL GROSS
