12/12/2025 The review of the facility's MMPs and records revealed three key compliance issues. First, the facility used unapproved first-year Total Nitrogen (TN) availability values from the "Manure Management in Minnesota" publication. This violates the requirement to use Iowa-approved nitrogen accounting practices (567 IAC 65.111(1)), resulting in inaccurate manure application rate calculations. Second, the plan cited the "soil survey interpretation records" method for optimum crop yields but incorrectly calculated a single farm-level yield by averaging all fields. This is a violation of 567 IAC 65.111(4)"a"(1), which requires calculating yields for each specific field when using this method. Farm-wide averaging is only permissible using the "Proven Yield methods" (567 IAC 65.111(4)"a"(3)), which requires three years of harvest data. Finally, a review of the MMP Annual Updates for 2022-2025 showed that "no changes" was incorrectly marked. A records review confirmed substantive changes, such as crop rotations, had occurred. All substantive changes must be fully documented in the annual update submissions and maintained in the onsite records (567 IAC subrules 65.111(7) and 65.111(8)). During the visit, I observed the buildings, bulk bins and manure storage structures. I did not observe any evidence of discharges from the site and the facility is classified as a Medium AFO, therefore, a National Pollutant Discharge Elimination System (NPDES) permit is not required at this time.
