8/13/2014 I made a routine site visit to this facility on 12AUG14. I met with manager Lou Lorenson and toured the facility. Litter control was good, and there were ample wind screens available. The intermediate cover spray was functioning as intended. Mr. Lorenson stated that they would soon start grading for the new liner which will run up the hill to the south of the current disposal area, and that they expected to have that aspect constructed and certified yet this fall. I noted the facility is voluntarily adding some additional clay cover to the west slope of an older area. Mr. Lorenson stated that the long term plan was to incorporate this slope into the closure plan and there the extra cover would be needed at that time, and he felt doing it now would reduce his leachate generation. I noted that the gas collection improvements had been completed, although Mr. Lorenson stated that they are still not harvesting enough gas to run the power plant at full capacity. Mr. Lorenson stated that they had chosen not to land apply any leachate since their last NPDES permit renewal, because the new permit had metals limits and the facility felt that the limits were too close to the concentrations that were naturally occurring in the spray field soils. Since they are not land applying the leachate, they have cut back on to one aerator in each leachate lagoon, which knocks the BOD down enough to get it into the POTW. They continue to haul their leachate to the Lake Mills POTW and are working closely with them on a long-term solution to optimize their leachate management. No violations or deficiencies were noted during this site visit. DAVID MILLER
