8/3/2012	I went to Central Disposal in Lake Mills on 2AUG12 to view the newly constructed Phase V landfill cell. I met with Deb McDonald and Louis Lorenson of Waste Management, and CJ Lage and Aaron Miller with Barker Lemar. Ms. McDonald went over the general engineering design with me and noted several minor changes from the original Wenck design. Mr. Lage went through a draft of the construction certification report. The draft report appeared to contain the requisite documentation regarding construction QA/QC, and the clay permeability tests were excellent (K < 10 E -8 cm/s). Ms. McDonald and I had a discussion regarding the groundwater under drain and the vagaries of analyzing ground-water flow dynamics in low permeability, heterogeneous glacial till. I then inspected the cell and, based upon a visual observation of the surface of the drainage layer and Mr. Lage’s description of events, found no reason why DNR should not accept Barker Lemar’s construction certification report and as-built documentation after determining they meet all requirements.
