8/6/2012	Visited site and met with Matt Phoenix and Angie Clark (DNR), Bob Bamsey (AECOM), Brett Vette and Dave Dobbs to observe construction progress of Phase IV of Cell W-1. The 60 Ml HDPE liner was about 60% placed with seam welding and testing taking place when we were onsite. Once the HDPE placement and testing is completed 32 oz. Geotextile will be placed prior to installation of a concrete base for a leachate cleanout manhole. Finally, tire chips will be placed in the expansion to ensure the drainage layer is 21" at the bottom of the cell. The side slopes will end on top with 18" of drainage material minimum. It is estimated a final inspection prior to placing waste in the cell will be needed prior to the end of the month. All materials needed to completed the expansion appeared to be present onsite.
