10/29/2020 I visited the facility on 10/22 and met with Richard Swan. Below are my observations and comments. -Compost remains off the pad (north and south (west 1/2) perimeter). -Ponded leachate was observed on the east and west sides - avenues/drain paths to pond not open. Site did receive rain within 48 hours prior to my visit. -East drains still not functioning as designed. Leachate will accumulate, overflow the road and then get to the drains. -Screener unit and grinder not operational. Additional finished compost hauled from pad to stockpile southwest of screener. No compost material has left the site (in many months). -Industrial wastewater sludge is piled in the middle mixing area and there is no barrier between compost and sludge. I told Richard/Doug to make sure no compost is land applied. Recommended a barrier or separation be created between 2 materials. -Hot spots/small fires continue. A couple smoking areas were observed at the time of my visit. Area was being turned and smoking areas planned to be smothered. Rad/brown soap meterial utilized to cover as it reportedly doesnt burn. -Pad still has holes/areas that need filled in or new asphalt - no new holes observed. -No storm water controls down slope of stored cured pile & off-pad compost. -Wash water migrating around berm created immediately east of parking lot. -No leachate discharge off site was observed. -At least one new additional windrow created since 9/3/20. Located in southeast mixing area. -At least one new avenue/open path created across older compost on east 1/2 -More open area created in the mixing area (southeast section) -Doug MacCrea was on site as the OIC and most of the above items were discussed with him and Richard at the end of my visit.
