8/4/2017	I accompanied Mick Leat of the DNR Land Quality Bureau to inspect the construction of Cell 8-4-7. Don Ballalatak and Doug Luzbetak were present during this inspection. [We toured the entire site too, as this was Mick Leat's first site visit.] Steger Construction completed its construction on the previous day. There was a synthetic liner on the base and the east and south walls of the ~10 acre cell. About half the base was covered with a foot of local river sand as a drainage layer. Run-on and runoff protective devices had been installed. I reminded Doug Luzbetak to have marker placed along the edge of the liner as a guide for operators. Otherwise everything appeared to have been installed as designed, though Mick Leat will make one final review. (See the attached photos.)	BILL GROSS
