10/28/2016	John indicated that the manure has been piled in that location for about 1 month.	SHEILA KENNY
10/28/2016	While in the area, a manure stockpile was observed southwest of Summit Dairy in the SW 1/4 of Sec. 33, Summit Twp, O'Brien County. The stockpile was located <400' from two tributaries. I left a message for John Westra inquiring if the manure was from Summit Dairy and if so, requiring him to either apply it or move it immediately. I finally spoke to John on 10/28/16. He confirmed that the manure was from the open lot portion of the dairy and he had measured the separation distance at 202' to the west tributary and over 250' to the east tributary. He thought the separation distance was 200'. Copies of the open lot manure and dry-bedded manure fact sheets were emailed to him. They had injected liquid dairy manure on the east portion of the field via an umbilical system. The majority of the manure was land applied on the west portion of the field on Monday (10/24) following my phone call. The remainder of the manure was applied yesterday (10/27).	SHEILA KENNY
