3/7/2012	Discussed possible open lot expansion for 250 heifers (immature only) to the west of this facility. Site would be acceptable provided that adequate measures are installed (solid settling, etc) to ensure that there is no discharge to the creek which lies about 450' feet to the south of the feedlot. Warned him that if he exceeded the 1000AU mark in either open lots or confinement, an NPDES permit may be required.	SHEILA KENNY
