9/26/2016 Carrie and I visited the Sapp Brothers WS facility on 9/23/16 to check on their progress with the chlorine feed. Prior to the visit, I spoke with Eric Cherko (operator by affidavit) who said they have worked with the potassium permanganate supplier and have increased the dosage rate. After increasing the permanganate feed, their finished iron levels dropped from approximately 0.7mg/L to ~0.0mg/L….subsequently they also discovered that most of their sampling locations were being taken post treatment (either in house filters or softeners). They have been taking their distribution samples from a tap (pre treatment) in the Sapp Brothers facility. During our visit we conducted chlorine testing (free and total) as well as free ammonia and mono-chloramine. The results were as follows: SEP (treatment plant) Free chlorine = 2.2 – 2.3 (no drift) Total chlorine = 3.6 Mono-chloramine = 0.17 Free Ammonia = 0.00 Distribution System (Sapp Brothers pre-treatment) Free Chlorine = 2.7 – 2.7 (no drift) Total Chlorine = 5.0 Mono-chloramine = 0.19 Free Ammonia = 0.00 I instructed the Sapp Brothers employees to visit the other sampling sites in the distribution and look into finding a pre-treatment sampling tap, and if one is not available, to work with the businesses to get one installed to ensure quality water is being delivered.
