12/8/2011 I conducted a quarterly site visit to the NCIRSWA Landfill in Fort Dodge on 8DEC11. Met with Manager Mike Grell and toured the facility. Working face was appropriately sized and properly managed. Litter control along the south fence line (visible to the public) was good. Litter control on the east side of the disposal area needed improvement. Mr. Grell indicated they were having trouble retaining help to do the litter picking and generally picked only on weekends. I agreed with Mr. Grell’s strategy to prioritize the litter picking in the areas viewed by the public, but emphasized that the Rules require they engage sufficient resources to pick litter over the entire site. I met with Julie in the scale office and reviewed the load check records – they screen 2-3 loads per week and those records were satisfactory. I met with Deb Watson at the Recycling Center where the litter picking records were kept. Ms. Watson’s litter records indicated that no litter had been picked since mid-October because it had been too cold each and every day. I don’t believe that cold weather prevented litter picking every day during this period, these records were inconsistent with Mr. Grell’s report that litter had been picked on many weekends, and am confident that litter along the south fence had been picked during this time period. I discussed proper litter control recordkeeping requirements with Ms. Watson. DAVID MILLER
