5/18/2012 David Hopper and I visited this facility on 17MAY12 with two objectives; to help manager Brandon Passow understand the storm water permitting requirements, and to discuss removal of vehicles and tires from the 100-year floodplain. We went over the storm water permitting requirements with Mr. Passow in some detail, including recordkeeping, documentation, and surface water sampling requirements. We also noted that he had cleaned up several minor spills in various locations where the crusher had been located. We walked the Des Moines River for the length of this 40 +/- acre property and asked Mr. Passow to remove all vehicles (100 +/-) and tires from the annual floodplain. Mr. Passow said he would do this and we agreed that the end of the summer was a reasonable target date to accomplish this. There is a terrace at this facility which is located at an elevation 15-20 feet higher than the annual floodplain, but still within the 100-year floodplain, and there are many hundreds of vehicles stored at this elevation. We advised Mr. Passow that these vehicles would need to be moved at some point, but we discussed that the first priority was to get the vehicles off the annual floodplain. Mr. Passow indicated that they had recently purchased a substantial property contiguous to their operation on the east, and that they would develop this into a vehicle storage area where they would have room to store the vehicles if they were moved in the future. We asked Mr. Passow not to bring any more cars onto the terrace in the 100-year floodplain and he agreed not to do so. We again stated that DNR would require the removal from the cars from within the 100-year floodplain, but we would work with him on the schedule. We will discuss the long-term schedule at a future visit when we document the removal of the vehicles from the annual floodplain.
