The last part of their application was to submit analytical testing and the lead levels were too high to land apply, very high. I think they were going to try to differentiate different parts of the material that they felt would be less likely to be a problem. JANET GASTINEAU

There were many changes since the previous visit: 1. All shingles are now completely ground and the stockpile remains. 2. Crushing concrete and stockpiling continues. The southwest corner is being used for storage of the crushed concrete. 3. Pettiecord has begun clearing and grubbing on the west side of the property/fence and near the A-frame building. The building was visible and access to it greatly improved. I believe there is more mulch in this building but I have not seen it. 4. No changes to the largest mulch pile. Mr. Albaugh previously mentioned he expected to close on the farm ground where the mulch will be land applied on November 1, 2017. Has the land application permit for applying the mulch with a soil amendment been issued? See attached photos. JANET GASTINEAU
